"The First Amendment, which is Amendment I in the Bill of Rights, was adopted in 1791. It reads in full: that Congress shall make no law 'abridging the freedom of speech, or of the press; or the right of the people peaceably to assemble, and to petition the Government for a redress of grievances.' These clauses are understood to protect speaking, publishing, assembling, and petitioning in ways that include questioning, opposing, and criticizing government officials and policies."
